Abstract

This research aims to explore the role of human resource investment in enhancing organizational efficiency within the Egyptian Ministry of Youth and Sports, aligned with modern management practices and Egypt’s Vision 2030. The study investigates several key dimensions: the current state of human resource investment in the Ministry, its significance in achieving organizational efficiency, the contribution of human resource strategies within the framework of modern management, the mechanisms employed for HR investment and their alignment with efficiency standards, and the challenges facing organizational development in this context. The research adopted a descriptive methodology and relied on a randomly selected sample of 120 participants, including: 8 central administration directors, 27 department managers, and 85 sports specialists working in the Ministry. In addition, a pilot sample of 25 participants from outside the main research group was used for preliminary testing. Key Findings: - Employees acknowledge the pivotal role of human resource investment in driving institutional performance improvement. - While certain effective HR management mechanisms are in place, there remains a need for further development and integration. Key Recommendations: - Promote active employee engagement in the decision-making process to ensure cohesion and enhance job satisfaction. - Strengthen both financial and non-financial incentive systems, ensuring they are closely linked to performance indicators such as efficiency, creativity, and excellence.
